Gov. Gary Herbert’s pandemic management is a failure — a litany of poor and divisive judgments from the start. No other reading of the numbers is possible. Not much we can do about that now. But with the next emergency in mind, at least the voters can reject the other governor candidates who align with him. Vote as if your lives depended on it, because they do.
