A 70-year-old West Valley City man has been charged with 25 felony counts for allegedly sexually abusing seven girls over a 14-year period — and police are looking for more victims.

David Allen Williams has been charged in 3rd District Court with 23 counts of sexual abuse of a child, a second-degree felony; and two counts of object rape of a child, a first-degree felony. The victims ranged in age from 4 to 12 at the time of the alleged abuse, which police say took place between 1983 and 1997.

West Valley City Police opened their investigation in October 2018 when a 38-year-old woman reported that Williams had sexually abused her from the time she was in first grade through third grade. She recounted multiple incidents, according to court documents, adding that Williams “would always ‘chuckle,’ call her his 'special little buddy’ and told her they had a ‘special friendship’ when he was sexually abusing her.”

In December, Williams' daughter contacted police and said that she had information about other potential victims — and that Williams' wife said he had “admitted to her that he sexually abused six girls.”

The probable cause statement includes information from six other victims. One said she was abused from the ages of 7 to 10. She added that “on the day [Williams] baptized his son,” he had her “sit on his lap” and abused her.

The third victim told police she was abused from kindergarten through third grade. That woman said she was “often at his home playing with his daughters” when she was abused “many times,” and that he “would tell her that she was ‘special to’ him and that ‘this is our little secret.’”

She said the abuse stopped when she told her parents, but that her parents did not contact police “because they believed ‘it’s his word against hers and we have no proof.’”

A fourth victim told police Williams “was her home teacher when she was 11 or 12 years old” and that he had abused her.

A fifth victim, also a friend of Williams’ daughters, said she was abused multiple times when she was in first through fourth grades “and she has a hard time differentiating one incident from another.”

A sixth victim said she went to Williams’ house to play with his daughters and watch movies in the basement, and he abused her when she was 4 to 7 years old.

And a seventh victim said she was abused when she was 9 to 10 years old, also while watching movies in the basement of Williams’ home with his daughters.

West Valley Police are continuing to investigate. They’re asking anyone who may have been abused by Williams to contact them at 801-840-4000.
