The only way to mobilize the residents of Utah against anything is to draw on their innate NIMBY beliefs.
What happens anytime a new homeless or warming shelter site is proposed? They come out in droves, fearful of the other and how it will impact the value of their property. Play up those points and every god-fearing citizen will be out protesting before you know it.
Ends rarely justify means, but from all I’ve seen it’s the only way to mobilize the people of this state.
