Anyone who has ever worn a mask at a gala party, Halloween party, or at a robbery (hopefully no one reading this) knows how freeing it can be. You can behave in ways that you would not likely do without the mask. You tend to think that you are not as responsible as you would be without the mask. It can empower bad behavior.
By either allowing or requiring ICE agents to wear a mask, the government is encouraging behavior that an individual or group might never do if they were not wearing a mask. This endangers not only the public but the ICE agents themselves, because a person wearing the mask seems a little less human — just an automaton (like the Storm Troopers in Star Wars).
This dehumanization, from both sides, increases the chances for harm as we all have seen in Minneapolis and many other cities in the U.S. It is time to put more humanity on both sides of the conflict.
