Letter: Chokehold ban must include sanctions

I appreciate Gov. Gary Herbert’s decision to ban chokeholds in Utah. I hope this is just a small first step toward a goal of fair, humane and equal treatment of all Utahns by law enforcement, especially people of color. It is important to follow this first step up with sanctions that will be put in place against officers who use chokeholds, sanctions that cannot be overturned by any union.
