Letter: Extra hybrid car fees discourage social responsibility

Recently we received a bill from UDOT to charge us a fee for owning a hybrid-electric vehicle (we don’t buy as much gas as we used to).
I put it on the desk right next to the bill from Rocky Mountain Power charging a fee for using solar panels (we don’t use as much of their electricity as we used to). That sits next to the bill from Salt Lake City for using a recycle bin, which is next to yet another bill for a glass-recycling bin. All of that is on top of this year’s tax documents that contain a huge tax hit for our choice some years ago to not have kids.
We’re trying to do the right thing here, at great personal expense, but it seems there is a conspiracy against us. Is this part of a master plan to discourage social responsibility?
