Letter: Not guilty by incompetence

In regard to President Trump's "perfect" phone conversation with the President of Ukraine, Rep. Tom Cole, R-Okla., was quoted as saying, "If there was a quid pro quo, it certainly wasn't a very effective one."

This sounds like an argument for not guilty by reason of incompetence. One can be guilty of robbing a bank and yet not get away with any cash.
