Letter: This administration cannot function

I agree with the Aug. 18 commentary, “Ten reasons Republicans should vote Democrat,” by Bob Rees and Clifton Jolley.
The additional reason is that the current White House staff is short staffed. There are many positions that are not filled. How can it function properly?
Also, there are positions that have been filled by an "acting" person so that Donald Trump does not have to go through the normal process of appointing and approving through Congress. These people in their "acting" positions have no prior experience in that field. This way, Trump can dictate their outcome.
