Derek Miller is trying to fob off the decision to build the inland port onto Salt Lake City, its mayor and the City Council.

No, Mr. Miller, the decision to build an inland port with boundaries described in Utah Code Section 11-58-102(2) sits squarely with the state of Utah. Your glib effort to assert otherwise is evidence that the public should not trust what you say.
