Letter: Too much money, not enough money: How can both of these be true?

The front page of the Tribune over two recent days tells two very different tales.

On the first day, we have state leaders poking at Prop 3, the voter-approved expansion of Medicaid, because the state simply cannot afford to fund it.

On the second day, we see $225 million in tax cuts that the state needs to enact because it has too much income.

How can both of these tales be true?
