I read with great interest the thoughtful commentary by Camille Baker and Linda Keyes, "Do Utah leaders honor the people's trust?," Dec. 30.
In California, we have recently implemented two reforms (top-two open primaries and nonpartisan redistricting) that have helped resolve some of the issues Baker and Keyes highlight. Maine used a ranked-preference ballot in November's congressional election.
Utah is a great state. I am confident you will work together to encourage voter participation, discourage partisan power and enhance your well-deserved reputation as a beautiful and innovative place to live.
