West Jordan • Efforts to restore the competency of a Utah man accused of kidnapping, raping and killing a young girl nearly six years are continuing.

Terry Lee Black, 46, is charged with first-degree felony counts of aggravated murder, child kidnapping and rape of a child for allegedly snatching 6-year-old Sierra Newbold from her West Jordan home and killing her on June 26, 2012.

Black was found not competent to stand trial on the charges in 2016, and a judge ordered that he be forcibly medicated at the Utah State Hospital last year.

At a Thursday review hearing in 3rd District Court, attorneys set another review date for Aug. 21. Judge Douglas Hogan ordered that the defendant remain in the state hospital as officials continue to work to restore his competency.

Prosecutors said last year that they reached a “compromise” with defense attorneys, where they agreed not to pursue the death penalty for Black if his competency is restored and the case can move forward.

Black allegedly abducted Sierra, charging documents state, from her West Jordan house — about a block from his own home — and beat, raped and strangled her before throwing her into a nearby canal, where she drowned.

Francisco Kjolseth | The Salt Lake Tribune Terry Lee Black, accused of raping and killing a 6-year-old girl in 2012, makes his first courtroom appearance since 2013, due to interlocutory appeals. Standing beside defense attorney McCaye Christianson, Black stood before Judge L. Douglas Hogan at the West Jordan District courthouse on Tuesday, Sept. 22, 2015.

Three days later, Black was arrested on suspicion of an unrelated bank robbery.

When he was taken into custody, investigators noticed soot and debris on his clothing and hands that were similar to the materials in a field where Sierra’s clothes were found.

Lab results later showed that Black’s DNA matched DNA found on Sierra’s body, prosecutors said.
