Parsons Behle & Latimer has announced that J. Michael Bailey has been named vice chair of the firm's Government Relations, Lobbying and Political Law department.

Doris Whitaker, a real estate professional with Coldwell Banker Residential Brokerage in Ogden, has earned the National Association of Realtors Graduate, Realtor Institute designation, and the Certified Negotiation Expert designation from the Real Estate Negotiation Institute.  

The Utah College of Applied Technology has appointed Mark D. Walker as campus president of the Uintah Basin Applied Technology College. He is currently an executive for the Mountainland Applied Technology College, a UCAT campus with headquarters in Lehi, where he has served since 2005 as vice president of operations, facilities and custom fit, vice president of student services, and program director.

Alex Lawrence has been named vice provost for Innovation & Economic Development at Weber State University. He leads the Technology Outreach Center on campus that supports the Utah Science Technology and Research (USTAR) technology economic development initiative.

Kenneth B. Tillou has been selected as president of the law firm of Parr Brown Gee & Loveless.  He has been serving as secretary for the past year and specializes in income taxation, employee benefits and executive compensation.

New York Life Insurance Co. has promoted Jeran Van Alfen to a partner. He is managing its Ogden sales office with his primary focus on recruiting and development. He has been with the company since 2004.

Weber State University zoology professor and department chair Sam Zeveloff has been named the 2011 Outstanding Alumnus by the North Carolina State University Fisheries and Wildlife Alumni Association. He has conducted extensive research on North American mammals and ecology and conservation policy.

The law firm of Parr Brown Gee & Loveless has named four attorneys as shareholders: Breanne Fors, commercial litigation; Matthew Tenney, business and finance law; Robyn L. Wicks, contract disputes and commercial litigation; and Rita M. Cornish, commercial litigation.

The Governor's Office of Economic Development has named Sophia DiCaro as deputy director.  Previously, she served as the GOED finance director. She also has overseen all processes with agency contracts and interfaces with the Legislature, and the other agencies in state government.

Lynn Stephens, Mountain America's senior vice president of Human Resources, was recently named HR Executive of the Year, during Credit Union Times' Trailblazer Award reception at the Credit Union National Association's Governmental Affairs Conference in Washington, D.C.

Suunto, the Ogden-based maker of precision sports instruments, has added mountaineer Greg Hill to its professional athlete team representing the company's outdoor category of wrist-top computers. Hill wore a Suunto altimeter/barometer/compass in 2010 when he became the first person to log 2 million vertical feet of ski touring in one year. He climbed 71 peaks and logged 77 days in which he skied more than 10,000 vertical feet.
