A Utah Valley State College professor has been appointed to the Utah Judicial Conduct Commission.

Gov. Jon Huntsman Jr. chose Elaine Englehardt to serve a four-year term on the commission, which investigates complaints against Utah judges and recommends sanctions to the Utah Supreme Court.

She replaces Joe Judd. Since 1976, she has served in several teaching and administrative capacities at the school, including legislative liaison.

In other commission news, the group says it will soon post a record of publicly disciplined judges on its Web site. Most of the commission's work is kept secret, with few public reprimands ever issued.

Since 1985, 25 public sanctions have been handed out. It will post cases of public discipline within the last eight years for county judges, 20 years for Utah Supreme Court justices, and 12 years for district and juvenile court judges.

The commission on Tuesday also re-elected Salt Lake City attorney Ruth Lybbert as its chairwoman and plans to move from its downtown Salt Lake City offices to cheaper office space in downtown Ogden.
