Only one person commented at the public hearing Tuesday night. Logan resident Steve Bower urged elected officials to approve the resolution minutes before the flexible surcharge was unanimously adopted by the Logan City Council.
The resolution comes on the heels of a separate rate hike that went into effect July 1 to generate a 5 percent overall increase in revenue from residential users and an 8 percent increase from commercial users.
Utility department director Jay Larsen said the flexible surcharge will be assessed on a month-to-month basis, only if the actual costs of supplying electricity exceed budgeted revenues. If power costs dip in a subsequent month, Larsen said, a credit will be applied to each resident's bill.
The sun set June 30 on a similar six-month flexible surcharge option that went into effect Nov. 1, 2005. The new one will be available immediately as an option for the Logan Light and Power utility.
