"If Salt Lake City can partner with the county to create the Salt Palace and Sandy for a soccer stadium, certainly the county can create opportunities with Murray and Taylorsville and West Valley," the 53-year-old Murray resident said.
Turner, who works for the Utah Division of Juvenile Justice, argues the county should work closely with cities to provide efficient services such as criminal justice, recreation and after-school programs.
Before working in juvenile justice, Turner spent 11 years as a probation and parole officer dealing with sex offenders. She also is a past president of the Western and Utah Correctional Associations.
Turner vows to make public safety a key element of her campaign.
"We need to seek safe, cost-effective solutions to the jail problem," she added. "Throwing money at issues doesn't always solve the problem."
Married, with three grown sons, Turner has a bachelor's degree in sociology and a master's in public administration, both from the University of Utah.
Wilde, her opponent, is seeking re-election to the council after an unsuccessful bid last year for Murray mayor.
Democrat Steven F. Shamy Sr. also has filed for the office.
The filing deadline for candidates is Friday at 5 p.m.
