Patrick McGean was blaming Anderson for being homeless, according to an affidavit for a search warrant filed Thursday in 3rd District Court.
During the search of the apartment where McGean was living, police allegedly seized several items, including 20.8 grams of marijuana, drug paraphernalia and a 9 mm bullet.
McGean has been charged with a second-degree felony count of making a terroristic threat, a third-degree felony count of making a terroristic threat, a class B misdemeanor count of making a terroristic threat and a class B misdemeanor count of assault.
A stalking injunction that seeks to protect Anderson from further contact with McGean has also been filed, claiming the mayor believes McGean is dangerous and has caused his staff anxiety and stress.
The threat against the mayor occurred about 10:50 a.m. Dec. 19 when McGean attempted to enter the Utah College of Massage Therapy, 25 S. 300 East, and demanded to speak to a student, according to the affidavit.
When asked by a school employee if it was an emergency, McGean allegedly responded, "Somebody is going to die." He was then asked who was going to die, and McGean said, "Mayor Rocky Anderson in 45 minutes if I don't get to talk" to the student, the affidavit states.
McGean allegedly threatened to hurt the employee and fled after striking the man on both shoulders with open hands.
McGean was discovered in his apartment on the 3600 South block of State Street about two hours later.
The affidavit, prepared on Dec. 19, alleges McGean threatened to shoot officers watching the unit and was taking photographs of officers at the scene. He also threatened to use enough plastic explosives to level the Salt Lake County jail, according to the affidavit.
