The Utah Board of Education on Tuesday approved a plan aimed at retaining teachers by increasing their pay if they meet certain criteria.

The plan, which still must be approved by the Legislature, would be phased in over four years. It calls for smaller class sizes, higher base salaries and incentives for teaching difficult subjects or in hard-to-place schools. The board used Colorado's recently implemented teacher pay scale as a model.

It would cost a little less than $20 million to implement.

"This plan rewards teachers who improve themselves to improve those who they're teaching," said Debra Roberts, chairwoman of the school board's Law and Policy Committee.
