The Summit County Commission has appointed veteran planner Nora Shepard as community development director. She replaces David Allen, who abruptly took a leave of absence earlier this month. Commissioners would not comment on Allen's departure, saying it was a personnel matter. Allen did not return a phone message inquiring into his departure. In a Summit County news release, Allen was quoted as saying he's leaving to spend more time with his family and to manage his business interests. Shepard has held senior planning positions at Summit County and Park City. - Christopher Smart
