Given Dugway's history with sheep (more than 6,000 sheep died in Utah's Skull Valley in 1968 after the accidental release of deadly nerve gas from Dugway), The Citizens Education Project sent a Freedom of Information Act request to Dugway's commander seeking all records, reports, documents and correspondence pertaining to the sheep-carcass solicitation.
The Citizens Education Project received a response from the Army recently stating that the documents sought have been forwarded to the "Initial Denial Authority" to determine whether the information should be released.
Given the agency's name, prospects for approval look dim.
He who waits: Last year, the state asked for bids for a major renovation and seismic upgrade of Marriott Library at the University of Utah.
The bids for the air and heating system sheet-metal work, as an example, were all around $2.9 million.
But after the bids came in, the whole project was delayed because the Utah Legislature did not allocate the funds for it. After all, legislators were busy last year spending money on new, luxurious office buildings for themselves.
This year, the Legislature did fund the Marriott Library project, but a year's worth of inflation takes its toll. The winning sheet metal bid was more than $3.3 million, about $400,000 more than the state would have spent for the work last year.

The kid used the "F" word back and then got the very bad news that the Kenny Rogers impersonator was actually a Provo cop, who used his cell phone to summon three more police officers to make arrests.
The wannabe dancers scattered, but didn't get away. They were tracked down and cuffed.
At a trial last week, one was convicted of disturbing the peace and trespassing, both Class C misdemeanors.
States' rights? Utah does not exactly have the reputation as a rallying point for the national Democratic Party. But national Democratic Chairman Howard Dean reportedly has agreed to send more than $100,000 to the Utah Democratic Party to fund a state communications director and two field directors.
The political-party-version-of-federalism idea was broached several months ago when Dean promised to help state parties as a candidate for national chairman.
That got him the endorsement of the Association of State Party Chairs and helped get him elected.
