WASHINGTON - Rep. Jim Matheson, D-Utah, is going for another attempt to tweak the federal No Child Left Behind Act to redefine what constitutes a "qualified" teacher. Matheson on Thursday reintroduced legislation that would change requirements for new and current teachers and provide more time for rural schools to bring their teachers up to the "highly qualified" standard under the act. "The law's implementation is flawed," Matheson said in a statement, noting that he supports the goals of the NCLB act. "Since Washington created the problem, Washington should fix it and my bill is a logical step." Matheson's legislation also would exempt special education teachers and those not teaching "core" academic subjects from the "highly qualified" standard. - Thomas Burr
