State going after fake IDs

Driver License Division employees are now better trained to recognize fake ID cards and fraudulent documents, a skill that may come in handy if Senate Bill 227 passes.

After more than a year, all Utah DLD employees who work south of Provo have completed a fraud and forgery training program, DLD director Judy Hamaker-Mann said. Wasatch Front employees are expected to finish the same training within the next two months.

Although Hamaker-Mann said reports of fake ID cards has been low since Utah began issuing digitized driver licenses in 2003, technology is always improving.

Driver license fraud "will always be a problem,” she said. “It will always be a concern.”

SB227, which cleared the Senate on Friday, would replace driver licenses with “driving privilege cards” for undocumented immigrants.

The new cards would be less valuable, in a sense, because they cannot be used as an official state ID card to purchase a firearm or to vote, for instance.

FBI special agent Bob Wright said he doesn't believe production in fraudulent driver licenses would increase if the new cards are issued.

“I'm told you can basically go to the Internet and get any state driver license you want,” he said.

Utah Highway Patrol Sgt. Wade Breur said the security measures DLD takes to secure ID cards and driver licenses, including using watermarks, makes it hard to produce quality fake ID cards.

“It will be easy to detect as a tampered-with ID,” Breur said.

If SB227 passes, the “driving privilege cards” would include a driver's photo and information similar to a driver license, but the card itself is expected to be a different color. The look of the “driving privilege card” hasn't been determined, Hamaker-Mann said.

Under the bill, as many as 58,000 undocumented immigrants would be required to get a “driving privilege card” within a year.
