A House committee endorsed a bill on Tuesday that would give couples a $20 discount on their marriage license fee if they take eight hours of counseling before tying the knot.

Rep. Roz McGee, D-Salt Lake City, says the more education couples receive before wedlock the better off the marriage will be.

"It is good public policy to do what what we can to promote stable and harmonious marriages," McGee said.

Some lawmakers, though, questioned House Bill 252.

Last year, a version of the bill died on the House floor as some members wondered whether lay clergy would be the best to give marital advice.
