Written by the conservative Sutherland Institute, House Joint Resolution 17 celebrates marriage between a man and a woman as the cornerstone of a "healthy family life" that provides "safe haven" for children, preserves the nation's "political freedoms" and is "ordained of God to perpetuate the human race."
Orem Republican Rep. Lorie Fowlke urged "those of you who aren't married, give some reflection to that institution." Later she urged the same of those who are married.
Only Rep. David Litvack, a Salt Lake City Democrat, voted against the resolution. He said the bill seemed like overkill, especially after lawmakers put Amendment 3 defining marriage on the ballot. "After all we did last year, it just felt a little bit like rubbing it in," Litvack said.
