A proposal to charge you $20 more to register your vehicle stalled Monday in the Senate. Sen. Sheldon Killpack, R-Syracuse, is proposing the state allow counties to charge up to $20 extra to register a vehicle to go to a fund to buy up areas where roads may need to be built in the future.

His Senate Bill 8 was debated in the Senate on Monday, but held there because several lawmakers questioned the need for the fee.

"I'm just struggling here whether we should have a new tax," said Sen. Howard Stephenson, R-Draper, who noted that cities and counties already receive $110 million a year for roads. The proposal would raise up to $140 million statewide if each county charged the maximum amount.

Killpack said local governments don't have the funds now to preserve those areas for transportation projects.
