. . . Specifically, we find that Nancy Workman lied to co-workers, to investigator Craig Watson and to the panel... Her statements are inconsistent over time and her accounts are fluid to cover her own tracks ... Her acts of deception are calculated acts to circumvent the safeguards that were in place to prevent misuse of public funds.
Excerpts from the panel's Findings of Fact
Nancy Workman circumvented [legal] safeguards by:
1. Misrepresentation and omission of facts to [county Chief Administrative Officer] David Marshall and [Human Services Director] Kerry Steadman leading them to believe the employees would perform legitimate Health Department functions. Creating a fictional community liaison position that was never intended to exist.
2. Assuming responsibility to supervise the work and account for the hours of these employees when in fact she had no idea what the employees were doing.
3. Falsely certifying the accuracy of the record on a weekly basis . . .
. . . But for the County Attorney investigation, the scheme would have been perpetuated through . . . a third employee at [the Boys and Girls Club.]
