The report

* We find that Nancy Workman lied to co-workers, to investigator Craig Watson and to the panel.

* Her acts of deception are calculated acts to circumvent the safeguards that were in place to prevent misuse of public funds.

Workman's response

* ''I have to tell you I'm surprised and maybe shocked because there was nothing there. We did nothing wrong. It was absolutely the right thing to do. . . . There was no benefit to me, no benefit to my daughter."

What if ...

* SHE IS CHARGED?

Workman would be placed on administrative leave. Deputy Mayor Alan Dayton would act as mayor. Workman could still run for re-election, or she could drop out.

* IF SHE IS CLEARED OF CHARGES AND WINS RE-ELECTION?

Workman could serve.

* IF SHE IS CONVICTED?

She would be disqualified from holding public office.
