Brown was not selected in April's NFL draft after running for 1,010 yards and seven touchdowns last season at BYU. He also led the Cougars with 62 receptions for 566 yards and three scores.
The Raiders signed offensive lineman Mario Henderson, a third-round pick out of Florida State, to a contract.

Colts: Indianapolis signed defensive end Dwight Freeney to a long-term contract that will make him among the NFL's most highly paid defensive players. Freeney and the Colts agreed to a six-year, $72 million contract that includes a $30 million signing bonus, Freeney's agent, Gary Wichard, said.
Jaguars: Jacksonville offensive tackle Khalif Barnes has been sentenced to six months probation after pleading no contest to a drunken driving charge. Barnes apologized for calling the police officer a racist during his Nov. 10 arrest. Barnes was caught on police video calling officer D. E. Cullen a ''KKK devil who hates all colored people.''
Lions: Detroit signed quarterback J.T. O'Sullivan, linebacker Johnny Baldwin and cornerback Ramzee Robinson, the last player selected in the NFL draft. O'Sullivan, released last week by the Chicago Bears, was with the Frankfurt Galaxy of NFL Europa, where he completed 160 of 235 passes for 1,997 yards and 15 TDs.
Bengals: Linebacker David Pollack, who broke a bone in his neck during a game last season, isn't expected to play this year. Pollack broke the bone while tackling Cleveland's Reuben Droughns on Sept. 17 and missed the rest of the season. He had surgery Jan. 3.
Rams: Cornerback Fakhir Brown was suspended for the first four games next season for violating the NFL's substance abuse policy.
