Lima, Ohio • An Ohio prisons oversight committee says security management and inmate discipline are concerns at the unit that housed a killer of three who escaped and was recaptured.

The report by the Correctional Institution Inspection Committee says conditions have improved on the protective control unit that housed inmate T.J. Lane but the committee has ongoing concerns about it.

In a report in May, the committee said it hoped the state prisons system would conduct a thorough review of the unit.

A message was left with the Department of Rehabilitation and Correction Friday.

The unit at Allen Correctional Institution houses inmates like Lane with proven threats to their safety because of the notoriety of their crimes, testimony they've given or gang threats.

Lane escaped Thursday and was captured nearly six hours later.
