The Dallas Cowboys have brought back tackle Pat McQuistan two years after trading him to Miami.

The signing Monday reunited McQuistan with the team that drafted him out of Weber State in the seventh round in 2006. He played 40 games over three seasons for the Cowboys, including all 16 in 2007 and 2008.

McQuistan started eight of 16 games for the Dolphins in 2010, and played 10 games for New Orleans last year.

The Cowboys also signed their last three picks from this year's draft: Virginia Tech receiver Danny Coale (fifth round), Oklahoma tight end James Hanna (sixth) and Montana linebacker Caleb McSurdy (seventh).

Arbitrator backs league

An arbitrator ruled Monday that NFL Commissioner Roger Goodell has the authority to discipline former Saints defensive end Anthony Hargrove for the New Orleans bounties program. University of Pennsylvania professor Stephen Burbank reserved judgment last week on Hargrove's case until the NFL provided more information why the player, now with Green Bay, was suspended for eight games. But Burbank now has ruled that he has no jurisdiction over Hargrove, either.

Burbank cites a letter from the NFL that attributes "the vast majority of (Hargrove's) eight-game suspension to lying ... and obstruction." The balance of evidence pertains to his "active participation in the program by pledging and contributing money to the pool."

Hargrove, Saints linebacker Jonathan Vilma and DE Will Smith, and linebacker Scott Fujita, now with Cleveland, appealed their suspensions and will appear before Goodell next Monday.

Around the league

Dolphins • Receiver Chad Ochocinco had a tryout with Miami four days after his release by New England. Ochocinco is a Miami native who played for the Hurricanes. The Dolphins are thin at receiver after trading Pro Bowler Brandon Marshall to the Chicago Bears in March for two third-round draft picks.

Jaguars • Jacksonville has no plans to renegotiate running back Maurice Jones-Drew's current contract. General manager Gene Smith confirmed Monday that Jones-Drew wants a new deal, but made it clear it's not going to happen. Jones-Drew, who led the NFL in rushing last season with 1,606 yards, has two years remaining on a five-year deal worth $31 million that he signed in 2009. He is scheduled to make $4.45 million this season and $4.95 million in 2013. That's considerably less than other top tailbacks. Tennessee's Chris Johnson is getting $13.5 million annually. Houston's Arian Foster is making $8.7 million a year. And Seattle's Marshawn Lynch is earning $7.75 annually.

Giants • New York waived tight end Jake Ballard after he failed a physical exam. Ballard tore the anterior cruciate ligament in his left knee during the Giants' Super Bowl victory over New England in February.

Vikings • The NFL has suspended Minnesota receiver Jerome Simpson for the first three games of the 2012 season for violating the league's substance abuse policy. Simpson also was fined one game check. Simpson was convicted this year on a felony drug charge. Law enforcement authorities tracked a shipment of 21/2 pounds of marijuana to his Kentucky home last year and found another pound of the drug inside. Simpson's sentence included 15 days in jail, three years of probation and 200 hours of community service.
