Some people stuck on the sex-offender registry for the least egregious crimes should soon be able to petition their way off the list a little sooner — in five years instead of 10.
The Senate voted 27-1 Thursday to give final passage to HB13 by Rep. Jack Draxler, R-North Logan. It now goes to Gov. Gary Herbert for his signature.

It applies only for sex offenses with a minor where the criminal was not more than 10 years older than the victim, or offenses with a 16- or 17-year-old where the criminal was not more than 15 years older.
Five years would have had to pass since the original offense. The bill also would require that the person couldn’t have committed a crime — excluding traffic offenses — and victims would have the right to object to the request from removal.
Draxler has used an example of a couple who had engaged in sex when the man was 19 and the girl was 15. He said they are now married and have four children, but because the man was convicted of having sex with a minor, he’s unable to attend parent-teacher conferences and cannot go to the park to watch his kids play.
