Utah Senate panel advances teenage driver cellphone ban

SB128 • The full Senate will consider a bill that would ban teenagers from using cellphones while driving.

Members of the Senate Transportation and Public Utilities and Technology Committee endorsed SB128 on a 3-2 vote.

The sponsor of the bill, Sen. Ross Romero, D-Salt Lake City, says the measure allows time for new drivers to get some experience on the road before the cellphone distraction is allowed.

"The Legislature has considered a complete ban of all cellphones [for drivers], but that’s not what this bill does," Romero says. "It is appropriately tailored to the time when people are just getting experience behind the wheel."

The bill would prohibit people under the age of 18 from talking on the phone while driving, except when they are talking to a parent or legal guardian or in the case of an emergency.
