As a retired employee from the Salt Lake City School District, my sympathies are with Ms. Shirley.

No investigation report can paint a true picture of the stressful pressures Miss Shirley was under in complying with the administrative directive, refusing meals to children with deficit accounts.

It appears her supervisor Ms. Bjornn was unaware of a change in meal procedures. The principal Chelsea Malouf states she implemented an explicit policy that no lunches would be taken from students. Director of Nutrition Kelly Orton claims to have informed workers before the incident that no lunches should be taken away from students. Yet investigators disagree with their claims.

There appears to be a break in the chain of communication between administration and employees. And some fibbers, too.
