It's unclear if Mr. Kuehn got tangled in a bike race or charity or tour ride in Morgan ("Pay your way, cyclists," Sept. 10), but event promoters are required to obtain road permits which can be very expensive. Riders pay registration fees to participate, and unfortunately, the roads are rarely closed. If Mr. K has any familiarity with endurance events (i.e. running or biking), he should know that athletes don't stop during the course of those events and law enforcement officers monitor key intersections. In the case of a charity ride or tour, cyclists are not racing and if law enforcement is not present at intersections, cyclists must obey the law..
