Welcome Proclamation:

That on the 1st day of August 2014, and until the U.S. Congress can pass a fair and just immigration policy, all children entering the United States from Latin America escaping violence and poverty shall be welcome into the United States and be able to become citizens.

Furthermore, the executive government of the United States will be responsible for their physical well being, and said people entering the United States must abstain from all violence and lawlessness.

This act is sincerely believed to be an act of justice, warranted by the Constitution of the United States and considerate judgment of mankind.
