Why only 10 days for us?

As we go onto the National Forest, we see signs that state there is only a 10-day camping limit. If this is true, then why are the Rainbow people allowed to camp out on forest property for months and no one tries to run them off? If this was the normal person, the forest ranger would ask you to find another spot because your 10 days are up. Why don't they enforce the laws on the Rainbow people? Instead they take the courts out to where they are and don't enforce the laws but try help to put a Band-Aid on the problem. Run them off the forest like you would the average citizen.
