Is Rocky Mountain Power's request for a surcharge on homes/businesses with solar panels for real?

Let me see if I've got this right; a home owner invests his own money to purchase, install, use and maintain solar panels to electrify his home, with the any surplus going back to the grid for the power company to use as they see fit. Of course the power company reimburses the home owner for any surplus power, albeit at a reduced rate. The power company doesn't have to pay for any capital equipment, installation, maintenance or depreciation. They get almost free power from the home owner and they want to charge the home owner for giving them surplus power.

Preposterous! This really smells of "Power Gone Wild" very similar to what is happening in Washington.
