How in the world can Gov. Gary Herbert and the Utah Legislature justify stacking the board of the Division of Air Quality with representatives from the high-polluting mining, fuels and manufacturing industries?
That’s like creating a government agency to fight pornography and then requiring half of its board members to be pornographers.
