I need to explain to my 94-year-old father-in-law, a bomber pilot in World War II, that the reason his veteran's pension will be suspended in an extended government shutdown is to ensure that my brother, who has been without regular medical care most of his life due to pre-existing conditions, cannot get health insurance.

I don't even know where to begin.
