In "We're on the case" (Opinion, April 26), West Valley City Mayor Mike Winder outlined five steps to clean up our city's police department. There should be a sixth.

Where was the city manager all the time that the corruption was going on? If we don't go with Salt Lake County's Unified Police Department, but instead just get a new city police chief, at least we should also replace the city manager.

How can we expect anything different if we don't? Fifteen years is enough.

We West Valley residents deserve much more.
