Who are we kidding with the 80 mph speed limit in only non-urban areas?

I have driven the Interstate 15 corridor through the Salt Lake Valley for the past 30 years and the de facto speed limit is 80 mph. If you are going slower than that, every vehicle is crawling up your tailpipe.

Speed limits don't exist anymore, except in school zones.

If the Utah Highway Patrol is not planning on doing any enforcement, why bother the Legislature with changing it?
