The Utah Transit Authority is in need of increased ridership. I have traveled to many cities around the world that have a mass-transit rail system. The thing I see there that is absent here are small hybrid taxis that queue near the platforms or stations to take riders directly to their final destination, or vice versa.
There is a TRAX station within a short walking distance from my home. But once I take TRAX and arrive at the stop nearest my job, I must wait for a bus that takes nearly an hour to serpentine around to a stop that is still two blocks away.
However, if there were taxis at the TRAX station that I could use to travel to my job for a fair price that would make public transportation viable for me. Otherwise, it's faster and more convenient to commute the 30 miles by car.
In one city I've visited, passengers can use a card that all public and private carriers accept as payment. The combined service was fast and cost-effective.
