The following quotes come for special counsel Steve Reich's presentation to the House Special Investigative Committee about the probe of former Utah Attorney General John Swallow:
"Mr. Swallow has provided shifting and at times contradictory explanations of his actions and of the operative facts themselves. In our view, the changes in his version of events go well beyond the normal frailties of human recollection."
"This committee spent literally hundreds of thousands of dollars proving that the 2010 email was not lost during the [state's] migration [from Novell's GroupWise to Google Mail] when quite obviously Mr. Swallow knew all along what the truth was. Yet he never said anything about it to this committee until he was absolutely forced to. That's an example of what I mean when I say this committee's investigation has been obstructed."
"We don't believe this slew of data losses can be innocently explained."
"Let's assume John Swallow is the most technologically unlucky human being on the face of the Earth. ... Why didn't he just come forward at the beginning and tell this committee what happened? Why is it that we had to drag every piece out? Why is it that the story changed? ... The behavior ... is consistent with someone who has hunkered down and made a judgment that the only way through is to wait and see what this committee came up with and come up with an explanation that takes that into account."
