Bill allows more out-of-staters to pay in-state Utah tuition

A bill that would allow Utah colleges to grant more out-of-state tuition waivers has passed the Utah Legislature.

SB51 removes caps on the number of waivers colleges can grant, a move that sponsor Sen. Steve Urquhart, R-St. George, said will help colleges deal with declining enrollments due to lowered ages for missionaries for The Church of Jesus Christ of Latter-day Saints.

"We want to bring the best and brightest students to this state," Urquhart said.

The bill requires out-of-state students to have test scores and grades that are above average for the institution, and encourages college presidents to focus on students who have an interest in "occupations critical to the state for which trained personnel are in short supply."

It also extends legacy scholarships to out-of-state grandchildren of alumni.
