Richards was eastbound, about two miles west of Tropic, when he drifted off the right shoulder and struck the culvert. Richards tried to get back onto the highway and lost control of the vehicle, which rolled off the left shoulder, the UHP said.
The time of the crash is unknown. A passing motorist spotted the crash about 3:20 p.m. and called for help.
Richards, who was not wearing a seat belt, was taken by ambulance to Garfield Memorial Hospital in Panguitch where he died, the UHP said.
