Several other cars had stopped in the two outside lanes of the three-lane road to allow the woman and child to cross State Street.
But the driver of a red Chevy Cobalt went left around the stopped cars and jumped a 2-inch-high concrete median before hitting the woman and child, police have said.
The driver remained on scene but was not immediately cited.
Crews will review the accident. It may be several days before any citations are issued.
