Gov. Gary Herbert will take the oath of office for a fifth time next week, his third time as governor in less than four years, in a ceremony at the Utah Capitol featuring the Mormon Tabernacle Choir.

Monday's public ceremony scheduled for 11 a.m. will also mark the inauguration of Attorney General-elect John Swallow and Auditor-elect John Dougall, each of whom will be sworn in for their first term in state office.

Lt. Gov. Greg Bell and State Treasurer Richard Ellis will also be sworn in at the event.

Taxpayers will pick up about $30,000 of the $65,000 tab for the event with private donors picking up the remaining costs, including a VIP reception the governor will hold before the inauguration and a public reception afterward.

In 2011, Herbert was sworn in after winning his first gubernatorial election in a $40,000 event, which was covered entirely by donors who paid between $2,500 and $5,000 per person to attend an inaugural gala the governor hosted after the official event.

In 2005, when Herbert first was sworn in as lieutenant governor under Gov. Jon Huntsman, there was an elaborate inauguration at Abravanel Hall that cost an estimated $125,000.

Herbert was sworn in as lieutenant governor again in January 2009 and took the oath as governor in August of that year, after Huntsman left office to serve as U.S. ambassador to China.

In addition to the Tabernacle Choir, the event will feature musical numbers by the One Voice Children's Choir and the National Guard Army Band.

"We definitely are focused on the fact that the economy is delicate now and fragile and we want to make sure we're sensitive to that fact," said Ally Isom, the governor's spokeswoman and the head of the inaugural planning committee. "We also feel it's an appropriate way to honor the office."

Indra Neelameggham, a Hindu member of Utah's Interfaith Roundtable, will offer the invocation for the event. L. Tom Perry, a member of the Quorum of the Twelve Apostles for The Church of Jesus Christ of Latter-day Saints, will give the benediction.

The Mormon Tabernacle Choir is scheduled to perform "The Battle Hymn of The Republic," at Herbert's request, and "America, The Dream Goes On," which was requested by first lady Jeanette Herbert.

The event will be held in the Capitol Rotunda; anyone attending should be seated by 11 a.m.
