Former Rep. Craig Frank, of Cedar Hills, was back in the House on Friday to successfully urge one of his old committees to fix a problem that cost him his House seat this year.

After listening to him, the House Government Operations Committee voted 10-0 to endorse SB113 to add five census tracts to House District 57 that Frank had represented. He was pressured to resign when he found he actually did not live in the district — even though Utah County clerk maps erroneously said he did. He was replaced by Rep. Holly Richardson, R-Pleasant Grove.

The bill also requires the Lieutenant Governor's Office to check and verify county maps in the future to ensure similar errors do not recur.

Frank said, "Changes of representation were done in a proper manner," but said lawmakers need to "correct this so there is no further damage."

Committee Chairman Kraig Powell, R-Heber City, looking both at Frank and at his replacement, Richardson, said, "I feel like we have lost a brother but gained a sister."

The bill, previously passed by the Senate, now goes to the full House. But because it was amended slightly by the House committee, it will eventually need to return to the Senate for another vote.
