As Ed Smart's bicycle approached the state Capitol on Friday, people standing and applauding included those who want what Smart got.

They want their daughters returned.

Chuck Cox, the father of Susan Powell, applauded from a seat saved for him near the Capitol's south steps. Beside him sat Richard Davis, the father of Kiplyn Davis.

Nine months after his daughter disappeared, Chuck Cox hasn't lost hope she'll be found any minute.

"I keep expecting to get a phone call," he said.

His daughter, Susan Powell, went missing Dec. 7 from her West Valley City home. Her husband, Josh Powell, has said he took their two young sons on a late-night camping trip to Simpson Springs in Tooele County and when he returned, his wife was gone. Police have identified Josh Powell as the only person of interest in the disappearance.

Chuck Cox and his wife, Judy Cox, are visiting Utah this weekend to remind Utahns about Susan Powell's case and visit with Smart. Smart is bicycling across the country to raise awareness for kidnapped children and promote legislation that would require that DNA samples be taken from people arrested on suspicion of a felony. Utah has passed a law requiring collection of DNA from people arrested on suspicion of a violent felony.

Chuck Cox called Ed Smart "an inspiration" who has encouraged his family not to give up.

"He's convinced that keeping Elizabeth's story out in the media helped bring her home," Chuck Cox said.

Smart's then-14-year-old daughter, Elizabeth Smart, was kidnapped from her Salt Lake City home on June 5, 2002. She was located safe in Sandy nine months and one week later.

Kiplyn Davis has been missing since she disappeared from Spanish Fork High School in 1995. Although her body has never been found, she has long been presumed dead and one man is scheduled to stand trial for her murder later this year.

"As things go on, you start to think, 'What would Kiplyn be like today? Would she be a mother? Would she be a teacher?' " Richard Davis told the Capitol crowd on Friday.

The Coxes live in Puyallup, Wash., in a home three miles from the home of Josh Powell and their two grandsons. They moved in with Josh Powell's father shortly after Susan Powell disappeared.

The Coxes said they have not been allowed to see the boys since April. They have only second-hand information that says the boys are healthy and the oldest, 5-year-old Charlie, has started kindergarten.

Judy Cox said the couple have seven other grandchildren. The children haven't seen their cousins, either, and miss them.

"They ask," Judy Cox said. "They're very aware Susan is missing."

Josh Powell gave an interview to West Valley City police shortly after his wife disappeared and submitted to a second interview in which he provided some identifying information about his wife, but he has refused further requests to help find his wife. Josh Powell's father, Steve Powell, has suggested his daughter-in-law may have run away. Steve Powell also sent an e-mail to ABC News in which he said Susan Powell "had an occasional tendency to lose control."

The Coxes refuted that on Friday. They continue to hope their daughter is alive and say there's no evidence to the contrary. They have created new business card-size fliers that show Susan Powell with and without cosmetics. They think that will increase the chances someone will recognize their daughter.

But they also admit they don't know where to find her.

Chuck Cox said on his drive to Utah from Washington, "I wanted to search every shack, every culvert, every mine."

At 5:30 p.m., Smart and a Salt Lake County Sheriff's Office motorcycle escort arrived on the south side of the Capitol. Smart said he felt blessed when Elizabeth was returned.

"So many of my friends here don't have their [daughter] back," he said. —
