In Part 2 of Ken Burns' The Dust Bowl (7 and 9 p.m., PBS/Ch. 7), things are beginning to get better.The government's attempts to stabilize the soil and bring farms back to life get a big boost when the drought ends in 1939. And California's population booms as the refugees land there.But all is not well.
